The Evolution of Skills: a Strategic Issue

More Personalized Training, but Still Faced with Obstacles


Personalizing training paths is often presented as the ideal solution to meet the specific needs of learners. However, a study by France Compétences from September 2023 highlights numerous obstacles that hinder this personalization: rigid frameworks, funding still too based on the hour-per-trainee model, and a lack of investment in pedagogical engineering. To overcome these challenges, training organizations must evolve into "architects of learning paths," combining diverse educational resources with appropriate digital tools.


The Rise of Artificial Intelligence in Training


AI is increasingly present in the training sector, with tools like educational chatbots and personalized learning modules. The European AI Act, which will come into effect in February 2025, imposes strict rules regarding the use of these technologies. Training organizations must ensure compliance with regulations while integrating these innovations to optimize learning.

The European regulation on artificial intelligence (AI Act) will gradually come into force starting February 2, 2025. Here are the main rules and provisions of this legislative framework:


Risk-Based Approach

The regulation classifies AI systems into four categories based on their level of risk:

  1. Unacceptable risk: Strictly prohibited systems (e.g., social scoring, exploiting individuals' vulnerability)

  2. High risk: Systems subject to stringent requirements (e.g., in education, employment, and justice)

  3. Limited risk: Systems that must inform users of their artificial nature

  4. Minimal risk: No specific obligations

Prohibitions and Restrictions

  • Prohibition of social scoring by public authorities

  • Prohibition of real-time biometric identification in public spaces, except in specific cases

  • Prohibition of manipulative practices and exploitation of people's vulnerability

Requirements for High-Risk Systems

  • Rigorous testing before market release

  • Continuous monitoring during use

  • Mandatory human oversight

  • CE marking and registration in an EU database

Transparency

  • AI interactive systems (e.g., chatbots) must signal their artificial nature

  • Clear indication that content is AI-generated for generative tools

Support for Innovation

  • Implementation of "regulatory sandboxes" to test innovations

  • Specific measures to support SMEs

Gradual Implementation

  • February 2, 2025: Prohibition of systems with unacceptable risk

  • August 2, 2025: Rules apply to general-use AI models and the designation of competent authorities

This regulation aims to ensure safety, ethics, and respect for fundamental rights in AI use while encouraging innovation within the European Union.


Work-Study Programs and On-the-Job Training, Reinforced Solutions


Work-study training programs continue to be supported by government subsidies, although amounts have been adjusted in 2025. The AKTO Observatory of Professions and Certifications highlights that work-study programs remain a key lever to meet the growing recruitment needs of businesses. The Perspektiv'Alternance 2025 campaign focuses on the quality of training and the alignment between the skills taught and the needs of the job market.
